Actually, no.  In a pusher, losing the engine will cause a forward C.G.
which only increases your trim drag and minimum controllable speed based on
tail power.  You could theoretically dead stick it in at some higher than
usual airspeed.  In a tractor the aft c.g would cause an immediate and
total loss of static stability which results in the falling leaf scenario.

I disagree. Canards don't have a lot of control authority.
I doubt you will get it much below terminal velocity. 
If the engine falls off your go'ing to die. It will probably
augar in like a lawn dart.

You got to push the tractor over right now so the CG is lined up with
the drag vector. Since the firewall is now exposed it will have
much higher drag than the canard without an engine which will
also help the tractor.
