The air coming out of the louvers on the side of the plane disturbs
the boundry layer behind it. The best place if you are going
to dump the hot air into the cowl is underneath with a large radius
on the joint between the bottom of the airplane and the firewall.
Use a cowl flap to control the temperature and recover some
of the cooling system aerodynamic loses.

I don't like louvers. That's WW I stuff :-)
