Chuck has an electric fan on the armpit radiator for that reason.
IMHO electric fans are essential. Tracy dribbles water all over
the rads when taxiing which also works. You need a small pump
and an aux water tank someplace. Once you are in the air you
don't need to carry the weight of the elctric fans and you don't
need to worry about them free wheeling and burning out
their bearings.

The easiest solution is to put the cowl exit immediately in front of the
prop and seal it everywhere else. The suction should be plenty to cool for
taxi. I can't prove it would work but would love for someone to try it and
prove me wrong.
