The vehicle is an '84 RX-7 with a 13B.  I bought it as a project, the car

Is sounds like a massive intake leak.  Mine had one of those the first
time I ran it.  Only a small fraction of the intake air is passing
through the air flow meter, and it forces the mix WAY lean.
