I am going to install a large horzontal  radiator in the cockpit ahead
of the instrument panel with an electric fan blowing air on the
inside of the windshield. In the remote possibility it is not hot
enough to melt ice I will turn off the main cooling radiators
with a valve. Do you think that will work?

That should be plenty of BTUs.  Try not to soften the windshield too much.  :-)
You might want to put a simple thermometer in this heated airflow
to monitor it during tests.
