Stick a small flashlight in the big spark plug
hole and see if you can see light in the small
spark plug hole with the apex seal half
way between. Same goes for the exhaust port
if the exhaust manifold is off.

If you can the seal is either stuck, broken or 
the seal springs are kaput.
