Insignificant effect in this case.
The only way we get heat away from the engine is by heating the AIR that is
dumped overboard. Radiating the heat from the radiator just dumps the heat
back to other components that are still in the engine compartment. These
components have to then heat up, and heat the air by conduction/convection
before it is dumped overboard. The "radiator" can't see the external
environment to 'radiate' to and get rid of the heat, but IS designed to
increase the conduction of the heat from the surfaces to an air stream moving
through the radiator.
