Careful on that tilt Brian. The air could just decide to forget
going in :-) It would look cool however.

When you say tilted... do you mean the bottom of the scoop being
 further forward than the top?

Bottom further aft. Best keep it stright up and down. Working well has
a lot to do with the climb speed. Going from 100 MPH to 120 MPH
means an increase in max dynamic pressure to force the air
through the cooler of 44%. Tracy Saylor chooses to climb at
at 120 MPH in his fastest in the world RV6. He has small low 
drag air intakes for his air cooled engine. 

Use a very large exit flap with a lot of travel.
Here is a picture of the one on the Lancair Tigress.
The only thing it really needs is sides to seal it off
like the P51 had.

You can always close it down. That will increase the
pressure ahead of the rad, reduce the flow and force external
diffusion so there will be little if any drag increase.
Probably a drag reduction at high airspeeds.
