If the rad is mounted horizontally, will it work if the air coming in
 was directed over the top of the rad and the bottom of the cowling
 was open to the exit side of the rad? The incoming air can also be
 divided providing cooling air to the engine block.
 Yes? No? Maybe?

Most cowls are the wrong shape for this. You would be dumping into
a high pressure area. Besides... hot air rises.
