This is a "piece of cake" for any modern machine shop.
Most CNC equipment is capable of matching not only
to degrees, but to minutes.
Even if the shaft is off by a few minutes,
the same basic program components can be utilized to
match it perfectly to the female.
Should be no need for lapping unless the work is
performed by hand operated equipment, poor
equipment, or poor cutting tools & practice.
Very simple to also incorporate keyways, or a
spline, if desired.
I taught machine tool technology and programming
for a number of years, and my senior students
could handle it.
