Is this how the pressure is created or does the regulator at the end
of the fuel rail create back pressure & then you adjust the regulator

I would like to do a test with my 2 fuel tanks (cap vented) in the
right wing.
I have the outboard tank T'd to the inboard & then the line will run
to the fuel selector. My concern is the return line. When the fuel
returns, I need to see if returning to the inboard tank will create an
overflow or if it will automatically level both tanks. Both tanks are
the same size & height location. I'm not sure of I need to 'T' the
return line to both tanks also.

You need a high pressure pump designed for fuel injection.
Usually these are expensive and found in the gas tanks of
fuel injected cars.
If you are using Tracy's fuel injection system I would check
with Tracy and see what he recommends.
