Subject: Fuel system.

Does the wing have no dihedral? Perhaps I missed something early
on (I started out thinking it was a low wing), but aren't we back
to the problem of overfilling the inboard tank if you start off on
one of the others and fuel is returned to a full inbd tank?

The wings will have about a 3 degree dihedral. A 22" center to center
tank spacing
at 3 degrees makes the outboard tank about 1 5/32" higher than the
outboard tank.
The inboard tanks filler neck is at the outboard corner though which
helps
with the overflow problem somewhat. See the pics attached.
This is the right wing. One pic from the nose & the other from the
trailing edge.
(The white tube is the pitot tube line.)

 Are the vented caps made with
fwd facing standpipes?  If not, they may not actually vent if
flush on the top of the wing.

The caps are vented thru the bottom of the outside rim in 4 places
equally spaced.

Is 1/2" OK for the inboard to outboard crossover?
Where can I get a flapper valve? or does anyone have a sketch to make
one?
