How about when one tank is full and its valve is closed, and you bank
[slip] into the
other wing, causing its float valve to close also? It seems that if the
"full" tank valve did not instantly and always open, then positive
pressure
would build up, holding both valves closed with no reason for them to
re-open.

2 valves now!!, my suggestion was for one only (vented tank), as I could
see problems with 2. But by all means use two if you wish (both vented),
but I think
one would do the trick (1 vented configeration), after all we are trying to
keep it simple.
If one tank is full the other one gets the gas. But there could be other
things that happen
that I can't think of - it's best to throw it around and be the devils
advocate.
Like I said I'm no expert.
