But then  I saw the sketch.  It is  clear that the ball will float on top of the fuel entering the riser, thereby shutting off the flow, regardless of the tank fuel level.

Perhaps you could consider something like the typical carburetor setup: an external float in the fuel tank  with a lever and needle valve.

depressing the ball.
