Just to clarify, I haven't worked for Moller for about 6 years.  The use of
the ducted fan on the Moller machine is the classic case of more static
thrust with a rotor diameter restriction.  No ducted fan will never be as
efficient as a properly designed prop/rotor for low subsonic speeds.  The
fans at Moller were mostly designd for static thrust and 80%+ efficiencies
were attainable.  But, keep in mind that's 80% of what a perfect duct would
do, not 80% of the horsepower of the engine converted to equivalent thrust.
