Have you thought different method for loading the engine?
You could used a pickup truck brake rotor attached to the flywheel and the
brake caliper which is allowed to float through a portion of the rotor's
arc. Attached to the brake caliper would be an arm which was perpendicular
to the crankshaft with a pad at the end of the arm who's point of contact is
a precise distance from the center of the crankshaft. The pad pushes
against a digital bathroom scale which has been calibrated. Calibration can
be with a precise volume of water in hi tech milk jugs. As you apply
hydraulic pressure to the brake caliper, it will load the engine and display
the force on the bathroom scale.
If you ran the engine at load for any length of time, a water spray could be
add to cool the brake rotor.

That would work and you could get a complete HP curve from
1000 RPM on up. Good low cost dyno.
Part of the reason for my set up is to mock up the engine and motor
mounts and test the rubber bushing in the firewall trick.
