This has me buffaloed. Anybody seen this before?
The first picture is the bad side of the rotor. One
apex seal area is carboned up so bad on the side all the seals
in that area are stuck. The second photo is the good side.
Still pretty crudy but probably workable.
If we can solve this crude problem the engines ought to last
forever. The engine is in excellent shape except for this.

Paul, never having torn an engine apart, this is speculation, but---
It looks a lot like accumulated deposits from oil not having been changed
frequently, accumulating in the gap between the rotor and the housing on the
BACK side of the rotor side seals. Oil does get in there, right? If the
engine is run with dirty oil, when shut down, the rotor is going to be hot
(hotter than the end-housing), and bake on any crud in the oil. Won't come
off easily the next time you run it. Then the accumulated oil on the down
side soaks into the side seal area, with some contaminants, gets heated when
you run, and the side seal begins to stick, then leak a little, which raises
the temp and contaminant level. Things go down hill from there.

Well perhaps the engine does stop in the same position every time?
The front rotor looks and works great.
