The bolt holes shown here are in the proper location. Unless you abandon
at least one bolt hole how did you get the starter on the plugs side?
Got any pictures? Here is a picture of Chuck Harberts Velocity with
the starter on the exhaust side.

My starter is exactly where it is in the NA '86 car.  That's because I
hacked a big piece out of an '83 transmission I had lying around, that
mounts to the engine with three bolts.  Actually one bolt goes into the
engine thru the transmission, the second goes thru the starter,
transmission, and engine, the third goes thru the starter into the
transmission.

The reason Chuck's is where it is, is probably because that is where
Ross puts it.

Does everybody want it on the plug side? I don't really care as long
as it is not on the bottom. I will take a look and see if that critical
hole with an extra long bolt can be used to mount the starter on the plug 
side as you suggest.
