Absolutely! The rotary engine needs a gear box. Also a VW is much lower power 
and does not weigh as much as a rotary. If you airplane is designed for a 
VW engine by all means use one as the rotary would be too heavy.
The 13B two rotor is a good replacement engine for a 320 to 380
cubic inch aircraft engine.
