Paul,
Sitting here with a box of 3mm racing seals from Hurley narrows down my choice of whom to order my rotors from. Seems like it wouldn't be a bad idea to have Hurley set up the rotors for their apex seals. Tried their email contact address but it kicked back.
What type of internal porting are they using with the four port to get 200 hp from the 13b?
If only Cliff would do a turbo set up for the 20b............

Hurley has been very reliable. Try again. There are outfits in the
states that can do the slot grinding. You just need to tie them down with
tolerances and finish specifications.
I don't know the porting details on what Bruce did to get 200 HP out of Tracy's
engine. I suspect it is not quite that high at only 6300 RPM. Much depends
on the exact RPM which depends on the diameter and the pitch of the prop with
a given PSRU ratio of 2.17:1. Then of course you have to live with a slightly
less efficient prop.
It is much easier to get 200 HP or more with a 2.85:1 PSRU as you can run the RPM up
to 7500 or so with a typical very efficient prop.
On the other hand if you go peripheral port in theory it is possible to get
240 HP at 6000 RPM using the same port timing and tuning as the Mazda
Le Mans engine. Diagram below.
