Same on the stock car Jerry. One of the reasons for using a long intake
over the top of the engine is to get the fuel rail on the other cool side
of the engine. 

Good idea on the heat shield. Tracy had a lot of
trouble with this at first. 

The louvers might slow you down a bit 
but I have no idea by how much. Sure worth a try on a new airplane
as you could always plug them up and smooth them over later if they 
did not help the heat and they did slow you down too much.
