My hangar neighbor is a briefer at the MMV FSS.
He has said similar things, such as every plane will
be on a flight plan.

They may bring back the mode-S transponder.  This
was a transponder that was originally going to be
required on every plane in the country back in the early
90s.  It was invented in conjunction with TCAS, and
is able to broadcast much more information than a
mode C transponder.  Everytime it is interrogated
it sends out a code identifying the N-number of the
aircraft.

Hoping things return to normal but afraid that for
VFR they may not.
