Paul:  As long as we are thinking.  Take the pontoon aircraft carrier a step further.  Let it be powered by a couple of "mothballed" subs.  Would be able to submerge the subs and come up into a "harness" that would allow them to be used for propulsion.  Neat escape device as well if under severe attack.

Not a bad idea. Might work if you could get rid of the weight of the Polaris missile 
and torpedo tubes. It sure would be quicker to build.
