So if you wanted a direct drive rotary, about how big would it have to be to develop 160~200 hp at 2500~2800 rpm? Scaling up a NA 13b, about how big would it have to be?

Probably about twice and the torque peaks would be as bad as a O-360.
It would weigh almost twice as much as well.
