You couldn't build a scope for $69, could buy a nice used 10mhz or 20mhz
though.
Depending on how much detail you want to break out you can find 100khz and
400khz
for next to free. They are pretty much useless in digital stuff as they
have small displays
and no where near enough resolution to break out the signals.
This is interesting, for $69 is might be worth stuffing in my work bag. The
one thing that
would make it totally useless is the display. For anything with a complex
waveform even
the larger hand held scopes have problems. Depending on the software and
what it looks
like this might be useable. You could simple hook it up to a laptop and use it.
