Thanks to everybody that helped on this. I found out what I was doing wrong
in ACAD. I had not set the angles units to enough decimal places.
After I did that all the ACAD calculations and measurements started
to come out right. I added a table of calculated angles and coordinates
done by double floating point in Quick Basic and interestingly enough
they were different than the calculations done by ACAD?

What ever. Blake this looks like the final hole dimensions on the 
position of the bell housing holes on the back of a Mazda 13B.
The dwg, dxf and iges is in the zip file attached.
