I don't understand this. Why is heat transfer helped by low velocity???

Me either Jon.  Sounds like part of the old myth about "slowing the air down
so it has time to cool the water". Or slowing the water down so it has time
to cool off in the radiator.  Both are Pure bunk.

What he could have meant was if you slow the air the static pressure increases
and consequently it gets more dense. Course the mass in unit time does not
change. The mass of the air passing through the rad and the efficiency of
heat transfer from rad to air is what counts.
