A bit of both, I'd say. No reason the RPI engines can't run on hydrogen, and a hydrogen rotary engine might be a real product faster than hydrogen fuel cells. RPI certainly has viable technology and a strong technical heritage, but they seem to be very, very thinly staffed and very thinly capitalized at the moment (this from reading the SEC filings). I think that RPI would like to succeed as an engine developer/manufacturer, not just a stock pump & dump outfit. They are probably still many months or longer from generating any real revenues, so they need to keep investor interest high to generate $$ to operate. I'd guess they are trying to balance activities that further their long term strategic objectives (get a product into production) against activities that generate investor interest.

Just my guesses without knowing anything for certain.
