The 10 HP MUST come from the engine.

What sort of load for the engine are you using on the bench test?
If the engine is not under high load you will not get a true indication
of the cooling system efficiency.

I imagine more than one water cooled helicopter engine has succumbed to
this problem. Way back about thirty years ago  as I recalled Rotorway
tried to use a Mercury out board engine and failed. It should have worked fine
if the cooling system was designed properly. I would not be a bit surprised
if Rotorway failed to recognize this problem.

The current Rotorway motor is water cooled, with an aircooled VW as a ancestor.
They use a VW Rabbit plastic & aluminum radiator, IIRC.  Don't remember what
they do with the fan.
