The filter goes right after the pump. This keeps debris out of the coolers.
Once a cooler is fouled, it cannot be cleaned no matter what anyone tells
you. I have two filters before the pressure side cooler and two after the
scavenge side coolers because they had been corrupted in earlier
applications. The filters down stream from the scavenge coolers always show
some metal years after the coolers were cleaned and put back into service.

If the cooler is expensive enough (and may aircraft coolers are) it can
be affordable to have them cleaned internally. There is an outfit
that does this, very specialized work, special chemicals and a bit of time
(chemicals are pumped thru, etc). A certificed shop, well respected
but much more expensive than replacing any automotive oil coolers.
