I think you are using a version of NetScape. If so go into
Preference > Advanced and set "Automatically show images" to "on".

I tried Quick View and finally disabled it.  It kept trying to overide my
default settings for viewing images.  Others may have better results with
it.

I think I am beginning to understand this problem a tiny bit better.
Correct me you Windows gurus if I am wrong.
Windows does not use a dedicated built in viewer in Outlook Express or Internet
Explorer like Linux Netscape does. I also I am not sure if the Windows 
version of NetScape does the same but I suspect it does.

You must assign  a viewer to each type of graphic file in Windows and the
the next time you try to view the same type of graphic file
Windows tries to call up the assigned viewer. I have never been able to figure out
how to reassign a viewer. The quality of the Windows viewers
apparently varies greatly. This I think has turned out to be a nightmare
in Windows. My wife has a hell of a time with that using Juno. I just 
threw up my hands and told her she was on her own if she insisted on 
using Juno and Windows.

When I get a jpg, gif or bmp or a number of other bit mapped files NetScape 
just shows it automatically with its own excellent quality viewer. I assumed (perhaps 
incorrectly) that Outlook Express and Windows Explorer did the same.  If it 
does not then I save the file on the hard disk and use the general purpose 
graphic program that comes with Linux called "xv". This always works even 
if the graphic file is truncated or damaged. It also converts one bit mapped file type 
to anyone of a number of others and also has an excellent screen capture 
capability built in.
