     Sounds like the very first reaction steam turbine built in 1700 or there about.
     I hope they are calculating the aero drag on the rotating cylinder.

Does anyone remember an article in the "Engine Beat" column a few years back about a ducted fan made to bolt directly to an automobile engine?  Looked kind of like the High bypass stage of the big P&W's but smaller.  Designed to run at the RPM's we're talking too.
