You are forgetting the counter bore for the head of the socket head screw.
Also the hole is far enough down in there to clear the tube.

There's a tool called a back counter bore the would let you drill and c'bore for the SHCS from the gasket side of the manifold, would that help?

I take it you pull on it instead of push. That might do away with the plug. Anymore info?

I have one some where, will try to send a picture.  You have the basic idea.  A rod with a key on one end, the cutting tool slips over and rotates to lock on the key.  I've
used them with a drill bushing on the shaft to further stabilize the cutter.  Specialty tooling suppliers?

Don't bother Rick I found some picts on the internet. I am not planing
on using it as it would require another set up. Easier to drill all holes
