This sounds like what happened to a friend of mine.
He owns an automotive paint store so one day the EPA came around and found
that he was dumping paint thinner in the garbage so they made him buy a
hazardous materials cabinet and set it up in his parking lot.
Now a gallon of paint thinner costs him $1.00 then he washes a brush and it
costs him $10.00 to throw it away.
Soon all the people in the neighborhood found a place to dump their hazardous
material.

One morning he came in to work and there is a 5 gallon can of "something"
sitting by his hazardous materials cabinet.
Having had enough of this he told his secretary to call the police.
The cops came but they did not know what to do so they called the fire dept.
The fire dept. blocked off the street, evacuated the 4 street corner
buildings and called the hazmat people.
The red cross came and set up a coffee / donut stand.
The hazmat people came, one guy suited up, took a sample of the material,
went into his van and did his magic.
In due course he came out and said  "its motor oil".
Everybiody packed up and left.
Jerry then thought "Well at least i'm back in business"
10 days later he got a bill from the city for $7,000.00

Are we all crazy?
