Here's an off the wall, but perhaps workable solution- get a 2 gallon insulated jug, fill it with ice/ ice water, get 20 feet of 3/16"~1/4" tubing, a windsheild washer fluid motor, and make yourself a cooling helmet.  Bet it works great. Better be careful who sees you wearing it though- they might think you are some sort of suicide bomber and call the cops.
