I think you need to halve the resistances for a parallel circuit --
two .15 ohm resistors in
parallel will give an equivalent 0.3 ohm resistance. The wattage does
double as you have said
two 10 watt resistors of equal resistance in parallel will handle 20
watts total.

Without sounding like I know nothing about ohms law, if one of these
were to fail, would the other be enough to get the job done?

I guess another way to look at it, is are we just trying to spread the
heat around, or are we trying to provide redundancy?

Just spreading the heat. Don't know what would happen if you doubled
the resistance.
