 We have had 3 separate tension bolt failures which definitely indicates

  The silicone spiral on the bolt does two things. The bolt probably won't
break, but if
  it does, The silicone all the way up to the head also keeps the broken head
end from slipping out of the hole and becoming entangled in the counter
weight.

 Racing Beat suggests a piece of sheet metal held on by the stationary gear
bolts and just covering the tension bolt heads to do the same thing.
