Perhaps. Nobody has done it yet to my knowledge.
The turbo 13B engine will make 350 HP no problem.

The big problem would be finding room for the cooling system.
We are still in our infancy when it comes to cooling systems.

The latest designs with the louvered outlets show some promise
for reducing the size of the radiator but the exact size of the
radiator needed still has not been determined by real world
field trials.

200 HP cruise should also be no problem.

Right at the moment, given all we have learned in the past
four years, that is true statement.

The exact heat balance is somewhat a function of the load you
put on the engine and the mixture. Here are a few charts
from K. Yamamoto's Rotary Engine books and tech papers on 
the rotary. Here also is a Rolls Merlin for perspective.
