 The usual way is a stop watch and a five gallon bucket.

Stop watch and 5 gallon bucket is right, although there was a technique

used that worked very well.

The pump drew from a 1/2 full 55 gallon drum, and the outlet went back
to the
drum.  The water level in the drum had to be at the same level as the
pump in
order to be able to get it primed and keep it primed. This meant that it
was
on top of a work bench.

I would get the pump pumping at a given setting, and then float the
empty
bucket on the surface of the water.  Then I diverted the water into the
bucket and started the stop watch, and let the bucket "sink" into the
water.
This kept the head level constant during the pumping test, and more
importantly kept all the water off the floor, etc.

The really sophisticated? way that flow have been calibrated for rocket
work is to set a 55 gal drum on a platform scale and stopwatch the weight
change
increments. Was the bucket traceable to the Bureau of Standards ?
