This is a common misconception. You do not have to slow down the water.
Faster is better for better cooling

Hi Bill,
In the marine industry most diesel engine manufactures aim for a volosity of .9 of a metre per second for the jacket cooling water.
Also with keel cooling which is jacket water to sea water the graph flattens at 6 metre per second this equats to around 11.6 knots.
The reason that they aim at .9 of a metre is for erosion in the cooling system and cavitation.
I think the car manufacturers aim at this figure for what the engine will run at most of its life, lets say 2500 rpm high way driving.
This is an issue that we need to research more for or application.
Madza has reduced the water flow from the heavy series 4 and 5 pumps the the series 6 and 7 where the belt drive reduction is now 1.43
with a smaller impeller.
I dont have this pump any more to test the flow but asume it is less than the earlier model.

The car cooling system in the US is designed for worst case.
Death Valley in the summer (120 F) climbing a steep hill with the AC
going full blast. Probably close to 70 to 80 HP.
Also idle is checked on a 110 degree day in the sun behind a wall 
protecting it from the wind if any.

That of course is when the system is new.

In the summer time here in So Cal you see many cars and trucks pulled over 
to the side of the freeway going up the Grapevine with steam coming 
out of the engine compartment.
