This is a common misconception. You do not have to slow down the water.
Faster is better for better cooling

Exactly right Bill. The early racers (who removed their thermostats)
generated this myth when they found that cooling improved when they put a
restrictor plate with a hole where the thermostat used to be. They assumed
they were "slowing the flow down" so the water had time to cool in the rad.
What was really happening was that the higher head pressure stopped the pump
from cavitating.

Are you sure? :-) Perhaps it stopped the fluid from blowing out
the pressure cap as Bob Darrah maintains.
Putting a restrictor in a ***closed loop*** system also lowers the
relative pressure on the pump inlet side. I thought you agreed
that lowering the pump inlet side pressure leads to cavitation.
