I can't really see the rad but I assume it is horizontally

mounted under the engine. Everything looks pretty good
cooling wise with large round outlets and a P51 type scoop.
The cooling effectiveness will depend  on how close the rad
is mounted to the oil pan.

Yes indeed it is in THAT picture. That happens to be a picture of
the PowerSport RV6 and not the PowerSport powered Velocity that 
crashed. Here is another picture of the PowerSport RV6 airplane.

PowerSport  have been trying to get it to cool without much luck
for three years despite adding this huge NACA duct. 
Placing the rad in front of any obstruction,  particularly a large 
flat area like a firewall, is GUARANTEED to drastically reduce 
the air flow through the radiator. I would not be a bit surprised 
if air was flowing OUT of this NACA duct rather than in it.
