Jim:

Marvel mystery oil worked for me when I had a stuck apex seal.

Load up the 3 engine sections with oil after rotating the rotors 1/3
revolution for each through the upper spark plug hole.  Let it set for 1
hour.  Spin the engine for about 30 seconds with the plugs removed. (Sprays
oil all over everything so place rags over the plug holes.)

After I did this the engine started on the first revolution.

Note:  On first start-up you MUST run the engine until it comes up to
operating temps or you will stick a seal.  I did'nt so I found out about this.
