I really hate to get into the rule can of worms. Best to keep it simple.
 In theory someone could trailer in an airplane without radiators,
 install the wings and race with a total loss cooling system squirting the
 resulting steam out the back for a small amount of additional thrust. :)

Just like the CanAm. Somebody figures it out and goes real fast, and everyone
else starts crying in their beer. No more moveable wings. No vacuum assisted
traction control. Where did the Parmalat Brabham people get that idea? No
more inverted wing underbodies. The rules do nothing at all to advance any
earthly activity. State the objective and get the heck out of the way. Then
you get to see problems being solved in the most amazing ways. John Bishop
left the SCCA and started IMSA because the SCCA rule book looks like the New
York City phone directory, while the IMSA rule book was 1/8" thick and 3"X
5". We had one of a few RX-2s in the RS series and they gave you money back
above your entry fee if you finished the race.
Throw me in the briar patch!

Show me the one with the removable wings. Let me build on that. Then let
somebody else beat me and so on. But look at the result. Unlimited
technological advancement. Remember the Nissan GTP car blowing black smoke
all the way around each lap? The little V-6 overboosted to record pressures
and reliable. Should race cars not circulate the brake fluid through a
cooler? Should TransAm cars not spray water into the front rotors?

If you want some rules, how about:

Class one, Mazda based 2 rotor, normally aspirated. Avgas or street pump gas.

Class two, Mazda based two rotor, turbocharged or supercharged. Avgas or
street pump gas.

Class three, any Mazda based rotary engine. Stock housing shape. Number of
rotors is unlimited. Turbocharging and or supercharging is allowed. Avgas,
street pump gas, or automotive racing fuel of US manufacture. Oxidizers may
be used.

 We have not started a sanctioning group yet, but I can see Rotaries winning
everything in every race.
