The 24 inch part is no problem. Some are off the shelf at 24 by 16.
Some of the custom rad guys can make you one. Go to www.google.com
and use the key words "racing radiators".

I got mine from C & R, it was a stock sprint car radiator they had, same
configuration you describe, but it is wider and not as long as you want.
I just had them change the ports from bungs to 1" NPT, and no filler
neck. They surely could build exactly what you want.
