Turbo CAD looks pretty good. Cheap too.

I've got Turbo Cad and Auto Cad, Turbo Cad is by far the cheapest and fairly
easily to learn to use yourself.
However I hope I never have to use it again as the bigger Cad programs like
Rino and Turbo Cad are so much better and easier to transfer info to
professional users.
You will find you will always need to transfer Turbo Cad in DXF. Also
receiving drawings can be a problem.
