Pardon the pun, but why not go with the flow? Make the top (currently exit) into the intake, and
turn the lower (currently intake) around and make it the exit? Just a thought.

I think we would have to raise the scoop up away from the wing to get
out of the boundary layer at low speeds. Other than that slight increase
in drag at higher speeds it should work fine.

We talked about that, but I don't like it for at least two reasons:
1. I need to maximize cooling in climb. With the inlet scoop on the
bottom it can get high pressure air easier than if it is on top when the
plane is in high angle-of-attack.
2. Natural flow of heat is up so I prefer updraft cooling.
What I might do is get a more square form-factor oil cooler and put the
inlet and exit on the bottom of the strake.
