Rust. You will need to take it apart and clean it up.

That engine likely has 'carbon block'. A piece of carbon jambs up the
rotors big time. Tell him to squirt a solvent in the spark plug holes
and hope for the best. Do NOT turn the engine backwards, it might cause
the carbon to score the housings.
It is a common 13b problem.......not rust (unless his seals were
leaking).
