Probably but I think this is easier to manufacture with the tanks
on the ends in a two pass configuration. The leading edge tank
can be shaped to a partial airfoil configuration.

The brown item is what the thin fin material would look like
flattened out before it was machine folded up to form the Z 
shaped fin strips to be furnace brazed to the water tubes.

I also think this would be lower drag as the oval shaped water
tubes oriented at an acute oblique angle to the flow will have a 
very streamlined shape.
