I don't think you need the shaft seals as Tracy system measures the temp, RPM and
pressure inside the intake manifold to set the fuel flow. A few leaks
here and there don't bother that kind of system. Final manual adjustments
based on O2 & EGT sensor readings compensate for the leaks. McMaster Carr 
sells both bronze and plastic bushing that will probably work for the shaft. 

The stock Mazda system used a mass air flow sensor to set the mixture so leaks
downstream from that could cause havoc.
